HINSDALE — Sen. Kirk Dillard has suffered firsthand the loss he was trying to prevent with legislation he sponsored last year for the sale of stolen gold and silver. On a Saturday night in March, Kirk’s Hinsdale home was burglarized when he and his wife went out for a short time.
